Summary:PROBLEM TO BE SOLVED: To provide a file keeping device capable of storing data temporarily with exceeded contract capacity without generating excessive charging to a user and capable of suppressing the cost of equipment investment. SOLUTION: The file keeping device comprises: a first data storage part 14 securing a contract area 22 wherein one, two or more files can be preserved and deleted in the range of a predetermined contract capacity; a second data storage part 15 provided separately from the first data storage part; a management information storage part storing the contract capacity; and a storage information control part for preparing an additional storage area in the second data storage part if the total capacity of the one, two or more files stored in the contract area exceeds the contract capacity when a file is added to the contract area.
