Summary:PROBLEM TO BE SOLVED: To provide a sound mobile communication device capable of effectively preventing sound from being interrupted due to degradation of sound quality depending on a radio wave transmission environment or quality degradation of sound communication due to handover or the like in sound communication in a mobile communication system such as a mobile phone. SOLUTION: The presence of handover instructionss from a base station to this sound mobile communication device 100 being an own device is detected by a handover instruction detection part 104; and, when it is detected by the handover instruction detection part 104 that the handover instructions from the base station are issued, a speech rate conversion part 106 is operated under the control of a speech rate conversion process control part 107 of a system controller 201 to change the speech rate to set the speech rate slower than that of a normal time.
