PROBLEM TO BE SOLVED: To record high-speed photographic images whose playlist can be edited on a conventional image reproducing device. SOLUTION: An image recording and reproducing device 100 includes: a first compression multiplication unit 105 which generates first compressed image data by compressing frames corresponding to 30 frames per second among frames included in a high-speed photographic image signal, a second compression multiplication unit 107 which generates second compressed image data by compressing frames other than the frames corresponding to 30 frames per second among the frames included in the high-speed photographic image signal, and a recording processing unit 106 which records a playlist file 217 defining a procedure of reproducing the first compressed image data and second compressed image data in a BDMV main folder 210, and also records the second compressed image data in a HIGHRATE main folder 220.
