SOLUTION: The PCaPC member is manufactured by a pretension method, and characterized in that fixture regions of a tendon 13 are formed in both longitudinal ends thereof and that a damping member 15 is wound on a peripheral surface of at least one of a top reinforcement 11 and a bottom reinforcement 12, over a central area located between the fixture regions.
