The session management unit 204 assigns session ID to be transferred between a Web client 103 and the Web server 102 for every access from the Web client 103, gives a management ID, managing a series of access from the Web clients 103a-103 by the Web server 102 side, to the session ID, and makes a plurality of session IDs with the same management ID given thereto and differing from one another effective at the same time.
