Summary:PROBLEM TO BE SOLVED: To provide a meter which is sized capacble of being readily held in one hand, of being readily carried, and of accurately measuring the amount of moisture or sugar. SOLUTION: A meter which uses near-infrared LEDs includes an arithmetic circuit which irradiates a reference sample and a sample under test alternately by using two types of LED, namely an LED that emits near-infrared light, in a region overlapped with the wavelength of a near-infrared region absorption band of moisture, sugar, or the like and an LED that emits near-infrared light, in a region where the region of emission wavelength lies outside of the near-infrared region absorption band of moisture or sugar, and which thereby determines the amount of moisture or sugar, based on the difference in the intensity of respective transmitted beams of light.
