Summary:PROBLEM TO BE SOLVED: To provide a binder containing peroxotitanic acid capable of improving the coatability of a titanium oxide-based photocatalyst coating agent without lowering its photocatalytic activity and its manufacturing method. SOLUTION: The binder containing peroxotitanic acid used for a titanium oxide-based photocatalyst coating binder is manufactured by obtaining a slurry of titanium hydroxide microparticles which is prepared by adding a basic substance (ammonia water or the like) to an aqueous solution of a soluble titanium compound (titanium tetrachloride or the like), neutralizing and hydrolyzing, adding hydrogen peroxide into the slurry of titanium hydroxide to obtain a peroxotitanic acid dispersion liquid, and then treating for deionization to reduce the concentration of ammonium ion in the liquid treated for deionization down to 200 ppm or below after the process for preparing the titanium hydroxide slurry and/or the process for preparing the peroxotitanic acid dispersion liquid.
