Summary:PROBLEM TO BE SOLVED: To enable secure connection to an existing power line communication network by only inserting a new device to a power outlet. SOLUTION: The AGC value and the CINR value of a beacon are measured by an AGC and CINR measurement part 105 simultaneously with reception of the beacon from the master device of an existing network by a beacon processing part 103, and registration of the master device and generation of an encryption key using a peculiar key generation part 106 are performed when presence of the master device in the same home is determined on the basis of the AGC value and CINR value of the beacon. When it is determined that the master device is not present in the same home, an existing slave device is searched by an existing slave device search processing part 104, and registration and encryption key generation are performed through the existing slave device in the same manner when presence of the existing slave device in the same home is determined on the basis of the AGC value and the CINR value of a response from the existing slave device.
