PROBLEM TO BE SOLVED: To provide a cement clinker in which the α'-phase of C2S is relatively sufficiently stabilized and maintained even in a cooling environment in industrial firing by a rotary kiln or the like and which is excellent in long term strength development, and a method of producing the same. SOLUTION: The cement clinker contains C2S and is produced by firing in the presence of boron and barium and after firing at 1,400-1,600°C, cooling while controlling the cooling rate to 50-10 °C/min until the temperature reaches 1,200°C.
