PROBLEM TO BE SOLVED: To provide an identification information processor or the like for providing service capable of improving convenience of a communication user by further widening flexibility of data of identification information of an electronic mail or the like. SOLUTION: This identification information processor has: a registration data storage means 14 for associating and storing data of user identification information capable of being optionally changed by the communication user A and data of fixed identification information not capable of being changed by the communication user A in the identification information for specifying the communication user A or a terminal 100 that is a communication device of the communication user A; and a transmission processing means of a transmission mail server 11 or the like for retrieving the data of the fixed identification information from the registration data storage means 14 based on the data of the user identification information expressing a communication source when a signal including data of an intention expression is transmitted together with the data of the user identification information expressing the communication source, and performing data processing such that the identification information expressing the communication source becomes the fixed identification information corresponding to the user identification information.
