PROBLEM TO BE SOLVED: To enable an IP network management apparatus to surely detect a location of an IP communication terminal specified by a MAC address from which hub the IP communication terminal is connected to. SOLUTION: An IP network management apparatus sends an acquisition request of MAC address table information to a plurality of hubs constituting an IP network. Each of the plurality of hubs sends to the IP network management apparatus the MAC address table information generated for a downlink port in response to the acquisition request. The IP network management apparatus acquires and holds the MAC address table information from each of the plurality of hubs. A MAC address of an IP communication terminal to determine a location thereof and a MAC address of the hub, contained in the held MAC address table information of the held hub, are retrieved and the hub to which the IP communication terminal to determine the location thereof is connected, is detected.
