Summary:PROBLEM TO BE SOLVED: To provide a light-emitting body with sufficient illuminance secured not only indoors but outdoors by enhancing an integration degree of semiconductor light-emitting elements and capable of exerting sufficient strength, and an illuminating device using it. SOLUTION: The illuminating device includes a solid-core light guide rod 1a formed in a pole shape with translucency, and having a recess 3 formed continuously in a groove shape capable of inserting light-emitting elements 7 into its long-side center axis 12 direction, a plurality of the light-emitting elements 7 arrayed and housed in the recess 3, and a sealing material for sealing the plurality of light-emitting elements 7 in the recess 3 with translucency.
