SOLUTION: The access authority over the operation of the job management system is defined as operation procedure data describing an operation period, user name, target job, authority level, permission command and operation purpose. Then, the operation procedure data are associated with an operation ID that is numbered during examining-approving the operation procedure data to be managed, and the operation of the job management system is allowed only by operation authority described in the operation procedure data associated with the operation ID to be designated during operation.
