Summary:PROBLEM TO BE SOLVED: To provide a developing roller and an electrophotographic device in which the negative charge amount of toner is increased, conveyance properties are improved, density is high even in the second half of the duration and an excellent image low in fogging can be obtained and to provide the electrophotographic device in which deteriorated toner can be sufficiently negatively charged, the conveyance properties are excellent, the density is high even in the second half of the duration and the excellent image low in fogging can be obtained, although the toner is easily deteriorated when speed is made higher and image quality is made higher. SOLUTION: The developing roller contains a positive charge control resin comprising a copolymer obtained by copolymerizing a monomer group selected from a specific (meta)acrylic acid ester monomer, a specific amino group-containing monomer and a specific hydroxyl group-containing monomer.
