Summary:PROBLEM TO BE SOLVED: To provide a developer carrier capable of preventing the occurrence of uneven shading in groove pitch and uneven shading in sleeve pitch and preventing the occurrence of pitch-like horizontal black line and pitch-like vertical black line even during its use for ages, and to provide a developing device, a process cartridge, and an image forming apparatus with this developer carrier. SOLUTION: The developer carrier has a crisscross pattern-like groove formed to let a plurality of grooves 141a storing a hollow body 132 extended in the direction inclined for the direction of rotation thrust cross a plurality of grooves 141b extended in the direction inclined onto the opposite side to the direction of thrust. A linear material 65 is made to collide against a part 141c surrounded by the grooves 141a and 141b on an external surface to make it rough, and elliptical recesses are formed at random.
