Summary:PROBLEM TO BE SOLVED: To provide a steel sheet for a container material with less load on environment having excellent adhesiveness to a laminate film or an organic resin coating film such as paint equivalent to the conventional steel sheet for a container material subjected to chromate treatment and excellent iron-dissolution resistance after dent impact, and also to provide its manufacturing method for preventing fluoride or nitrate nitrogen compound from being discharged in a manufacturing step. SOLUTION: In the film laminate steel sheet for the container material or a coated steel sheet for a container material, a tin layer or an iron-tin alloy layer is formed on the steel sheet, and a chromium-free adhesive substrate-treatment layer consisting of tungsten compound which does not contain fluorine or nitrate nitrogen is formed thereon. The thickness of a tin oxide layer present on the tin layer or the iron-tin alloy layer on the steel sheet is ≤3.5 mc/cm2in the measurement by the electrolytic stripping method.
