Summary: | PROBLEM TO BE SOLVED: To provide a fluorine-based, surface modifying composition which contains no perfluorooctanoic acid C7F15COOH (PFOA) being worried about a load to the environment and no perfluoroalkyl fatty acid having the number of carbons of more than that of the above acid and which does not form a perfluoroalkyl fatty acid having a number of carbons equal to or more than that of PFOA, by the decomposition thereof. SOLUTION: The composition comprises a component (a) of an addition-polymer mainly containing a 6C perfluoroalkyl group-containing acryl- and/or methacryl-based monomer and component (b) of a fluorine-based solvent capable of dissolving the above polymer.
