Summary:PROBLEM TO BE SOLVED: To provide an inorganic-organic composite coating composition having curability by each of heat and an active energy ray, and capable of providing a hard film. SOLUTION: The inorganic-organic composite coating composition contains a polyhydroxysiloxane substantially free from an alkoxy group, and an organic binder containing an active energy ray-curable resin. In another embodiment, the inorganic-organic composite coating composition contains (A) a polyhydroxysiloxane solution prepared by mixing (a-1) a condensate of a tetraalkoxysilane, (a-2) a hydrophilic organic solvent, (a-3) water in an amount of not less than the equivalent (mol) of the alkoxy group possessed by the condensate of the tetraalkoxysilane, and (a-4) a catalyst, and (B) the organic binder containing the active energy ray-curable resin.
