Summary:PROBLEM TO BE SOLVED: To provide a solid-state electrolytic capacitor where deterioration of electrostatic capacity can be suppressed and to provide a manufacturing method of the capacitor. SOLUTION: The solid-state electrolytic capacitor is provided with an anode object 3, a dielectric layer 4 formed on a surface of the anode object 3, a conductive high polymer layer 5 formed on the dielectric layer 4, and a cathode layer 6 formed on the conductive high polymer layer 5. Manganese and fluorine are contained in the dielectric layer 4. Manganese is unevenly distributed on a cathode-side of the dielectric layer 4 (interface between the dielectric layer 4 and the conductive high polymer layer 5).
