Summary:PROBLEM TO BE SOLVED: To provide a developing device from which toner can be transported by the action of an electric field without preliminary charging. SOLUTION: The developing device 1 includes a transport member 4 provided with a plurality of electrodes 17 which form a traveling-wave electric field when a voltage is sequentially applied to the electrodes, and a toner-containing casing 3, wherein the activity of the toner based on the following method is confined to ≤2.0×10-6mol/g. (1) The toner is immersed in an aqueous solution containing benzethonium chloride in an excessive equivalent amount to an electrostatically active polar group present on the toner surface and the polar group is made to react electrostatically with the benzethonium chloride. (2) Sodium lauryl sulfate is dropped into the aqueous solution and made to react with the remaining benzethonium chloride to measure the reaction amount of the sodium lauryl sulfate made to react with the remaining benzethonium chloride.
