PROBLEM TO BE SOLVED: To provide an image pickup device and an imaging apparatus capable of avoiding disadvantages for fining of pixels in a CMOS image sensor and adopting a global electronic shutter. SOLUTION: The image pickup device 10 generates a signal charge by photoelectrically converting incident light applied from one surface side of an optical element substrate section 1 and reads it from the other surface side of the optical element substrate section 1 for imaging. The image pickup device 10 comprises: a photoelectric conversion layer formed at the optical element substrate section 1 to generate a signal charge by photoelectrically converting incident light; and a CMOS circuit board section 2 joined to the other surface side of the optical element substrate section 1 so that the signal charge generated by the photoelectric conversion layer can be transferred. On the photoelectric conversion layer, a charge storage section 25 for storing the signal charge and a read transistor for reading the signal charge stored at the charge storage section 25 are formed.
