PROBLEM TO BE SOLVED: To provide an inexpensive monitoring camera device, and a vending machine or a bill exchange machine equipped therewith, which immediately checks an image of a user and bills and coins placed on a bill receiving unit by the user. SOLUTION: The monitoring camera device, and the vending machine or the bill exchange machine equipped therewith is provided with a monitoring camera and a half mirror as a transparent reflection plate or a structure composed of a transparent part and a mirror in front of the monitoring camera. The monitoring camera is arranged at the machine body outer frame, near the outer frame or inside the machine frame of the vending machine or the bill exchange machine. One camera picks up the user with the transparent reflection plate and the other picks up the bills on the bill receiving unit of the vending machine or the bill exchange machine. The image of the user and the bills or the coins is picked up or recorded on the same screen.
