Summary:PROBLEM TO BE SOLVED: To provide an image decoding device and an image decoding method that can decode residual data (prefix level_prefix and suffix level_suffix) at a high speed. SOLUTION: The image decoding device comprises: a table selection control unit 105 which outputs a syntax selection signal; a variable-length-code decoding device 102 which is supplied with a bit stream, the syntax selection signal, and a suffix length, and uses data included in the bit stream and suffixLength to decode the level_prefix and level_suffix at the same time and output results thereof when the syntax selection signal selects the level_prefix and level_prefix or to decode TrailingOnes and output a result thereof when the syntax selection signal selects the TrilingOnes; a level generating device 103 which is supplied with the decoded level_prefix, level_suffix, and TrailingOnes to output a level; and a suffix length updating means 104 which is supplied with the decoded level_prefix, level_suffix, and TrailingOnes to perform update processing on the suffixLength.
