Summary:PROBLEM TO BE SOLVED: To prevent the occurrence of a stain of a toilet bowl, by largely securing the water storage area in a standby, by also securing the urine storage volume for measuring urination information without feeling the problem of easiness-to-use by a user, even when using the toilet bowl shallow in the sealing water depth in an overflowing water level of a trap conduit and near to the necessary minimum sealing water depth (50 mm or more) in the standby. SOLUTION: In this invention, a measurement starting water level forming means is characterized by having a siphon phenomenon generating means for generating a siphon phenomenon in the trap conduit and a siphon phenomenon duration control means for controlling a duration of the siphon phenomenon, and can create a measurement starting water level of the overflowing water level or less of the trap conduit in a short time, and can also prevent a wasteful use of water, without requiring a large quantity of water for preparing this measurement, without requiring water supply after requiring an instantaneous flow rate for starting the siphon phenomenon.
