Summary:PROBLEM TO BE SOLVED: To provide a question making device which makes test questions for improving the learning efficiency of an examinee. SOLUTION: A first test determination part 151 takes questions corresponding to a question number and a question version specified by random numbers, as questions to be set when determining the examinee to take an examination for the first time. A preferential question extraction part 152 takes the prescribed number of questions out of questions, of which the question numbers are equal to and the question versions are different from those of questions to which the examinee has not given right answers, as preferential questions to be set. An unset question extraction part 153 extracts questions not set yet and takes them as questions to be set. An additional question extraction part 154 takes the number of questions resulting from subtracting the number of preferential questions to be set and the number of questions to be set, from the prescribed number of questions, as the number of additional questions.
