Summary:PROBLEM TO BE SOLVED: To provide a recording medium processing device for recording and reproducing information for a recording medium such as a DVD, wherein an interruption time is shortened by performing simply housing and exchange of a spare disk. SOLUTION: A recording and reproducing device (100) includes a disk table (101) on which a first disk is placed, a means (102) performing information recording or information reproducing for the first disk placed on the disk table, a cap part (103) opening and closing to remove the first disk placed on the disk table, an opening (104) which is provided at the cap part and into which the second disk can be inserted, a disk holding mechanism (105) holding the second disk inserted from the opening, and a movable spare disk holder (106) to be placed on the disk table.
