Summary:PROBLEM TO BE SOLVED: To provide an illuminating device which is comprised of a plurality of surface mounting light emitting devices as a light source that are arranged at any spacing and which produces less glare. SOLUTION: The illuminating device is provided with: a surface mounting light emitting device 1 wherein light emitting elements mounted onto an insulating substrate 1b are packaged with a light-transmitting member 1a; a circuit substrate 2 wherein a plurality of surface mounting light emitting devices 1 are mounted onto its one surface at spacing; and an upper cover 3 to cover the mounting surface side of the light emitting device of the circuit substrate 2. The upper cover has: a plurality of nearly round holes 32 corresponding to the light emitting devices 1, and the inner wall of the hole is formed of a curved portion 32a whose radius becomes larger as it is far away from the circuit substrate side; and a vertical portion 32b that is extended nearly vertical toward the circuit substrate from a point having the smallest radius of the curved portion. The vertical portion 32b is apart and opposite from/to the side of the light emitting device 1, and the vertical portion 32b is higher than the top surface of the insulating substrate 1b and lower than the top surface of the light-transmitting member 1a.
