PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method, capable of setting and controlling conditions for image formation in a short time regardless of differences between the individual light emission amount characteristics of image exposure means. SOLUTION: The image forming apparatus includes: an image carrier 2; a charging means 3 for charging the surface of the image carrier 2; the image exposure means 20 capable of changing the level of light emission based on the set value of the amount of light emission and used to form a static image on the image carrier 2 by exposing the charged image carrier 2; a developing means 6 for developing the electrostatic latent image, formed on the image carrier 2, with developer; and a setting means 31 by which a contrast voltage that is a potential difference between the developing means 6 and the latent image on the image carrier 2 exposed with the amount of light emission set so as to correspond to target conditions for image formation. The image forming apparatus 1 is provided with a correction means 31 by which based on the relation with the actual amount of exposure by the image exposure means 20 relative to the set value of the amount of light emission, the set value of the amount of light emission is corrected set so as to correspond to the target conditions for the image formation.
