PROBLEM TO BE SOLVED: To reduce a load occurring when outputting codeword length because of an increase in the number of FIFO memories when using the combination of a plurality of FIFO memories and a variable length coding table. SOLUTION: A device includes: an FIFO memory section 400 outputting or updating variable length coding data based on the codeword length of the variable length coding data; a FIFO input selection means 300 for outputting the variable length coding data to the FIFO memory section 400; the variable length coding table 500 for comparing the variable length coding data with the variable length coding table; a table selection section 600 for determining the codeword length and a decoding value to output the codeword length to the FIFO memory section 400; and a control means 100 for controlling a FIFO input selection means 300 so that the variable length coding data are read from an input means 200 or the FIFO memories other than the FIFO memory of an output destination and are output to the FIFO memory of the output destination at the FIFO memory section 400.
