Summary: | PROBLEM TO BE SOLVED: To provide a positioning system and an observation system, which three-dimensionally controls a relative position of a surface to be measured and a specified region. SOLUTION: The problem is solved by a positioning system (7) for observing a surface to be measured by using a measurement device comprising comprises: locus information acquiring means (3) for a specified region; acquiring means (5) for three-dimensional information; and three-dimensional position control means (6) for a specified region and a surface to be measured, for controlling a three-dimensional positional relation between a front end of the specified region and the surface to be measured using the locus information of a front end of a specified region of the measurement device, acquired by the locus information acquiring means (3) for a specified region and the three-dimensional information of the surface to be measured, acquired by the acquiring means (5) for three-dimensional information of the surface to be measured.
