PROBLEM TO BE SOLVED: To provide an optical information recording medium manufacturing method that can avoid prevent deterioration in appearance due to the curable resin entering by capillary phenomenon between a center cap and a base plate, and also provide an optical information recording medium using a base plate obtained in this method. SOLUTION: The optical information recording medium 1 has a reflective layer 3 and a recording layer 4 formed on the light incidence side of a circular base plate 2 having a through hole CH at the center, and a light transmissive cover layer 5 formed on this recording layer 4. On the base plate 2, the inner diameter D of the area near the opening of the through hole CH is made larger than the inner diameter d of the other area of the through hole CH, and a step 6 is formed around the through hole CH of the light incident surface, i.e., the surface the reflective layer 3 and the recording layer 4 are formed.
