Summary:PROBLEM TO BE SOLVED: To provide a substructure of a marine structure having a mound in which rubble is not moved or scattered by a tide or the like during construction when the rubble mound is constructed, and the mound is hardly broken after construction. SOLUTION: Two or more tiers of rubble is laid on the ground, and asphalt is placed on a peripheral part of the upper surface thereof. Then two or more tiers of rubble is further laid on the surface and the asphalt is placed on the peripheral part of the upper surface thereof. This process is repeated until reaching a predetermined height, so that the substructure having the mound allowing the water to go through in horizontal and vertical directions may be constructed.
