Summary:PROBLEM TO BE SOLVED: To make a third person identify the safety of a person who carries a communication terminal 70 and to make the third person trace the person. SOLUTION: The communication terminal 70 includes a base station antenna 130 etc., and a measuring unit 162, a key operation unit 136, a memory 142, and a transmission control unit 186. The measuring unit 162 acquires element information from a radio wave. A message is input to the key operation unit 136. The memory 142 stores a plurality of kinds of element information differing in transmission origin from one another and the message while making them correspond to each other. The transmission control unit 186 controls the base station antenna 130 etc., to transmit the message when a combination of pieces of received element information corresponds to a combination of pieces of element information stored in the memory 142.
