Summary:PROBLEM TO BE SOLVED: To provide a river inspection system that allows river administrator to monitor a river, at low cost and in real time. SOLUTION: A mobile phone includes a camera and a GPS device. When the camera records abnormality at the river (S11), position information of the recorded river is detected from the GPS device (S14), and data indicating the detected positional information of the river and the contents of the abnormality of the river are transmitted, together with photographic data of the recorded river to a management server (S16).
