Summary:PROBLEM TO BE SOLVED: To provide a non-oriented electromagnetic steel sheet which has the optimal magnetic properties as a core of a motor or a transformer, and shows less anisotropy. SOLUTION: A hot-rolled plate of the non-oriented electromagnetic steel sheet has a composition comprising, by mass%, 0.005% or less C, 2 to 4% Si, 1% or less Mn, 0.3 to 2% Al, 0.003 to 0.2% Sn, and the balance Fe with unavoidable impurities. The non-oriented electromagnetic steel sheet with a thickness of 0.1 to 0.3 mm is manufactured by the steps of: subjecting the hot-rolled plate to an annealing step for a hot-rolled plate; cold-rolling the plate once; and subsequently subjecting the sheet to a recrystallization annealing step while controlling the shrinkage percentage of the width of the steel sheet which is being annealed, to 0.5% or less. Then, the steel sheet acquires such magnetic properties that core loss W10/800(L) in a rolled direction (L direction) and core loss W10/800(X) in a direction forming 55 degrees with respect to the rolled direction (X direction) satisfy the expression (1): W10/800(X)/W10/800(L)≤1.20.
