PROBLEM TO BE SOLVED: To provide an information processor and a video recording managing device that enable a video recording device to act to record a television broadcast even if the information processor is unable to communicate with the video recording device when making the video recording device act to record the television broadcast. SOLUTION: The information processor includes a receiving means of receiving a broadcast wave from a broadcasting station, a transmitting means (S102) of transmitting start information instructing the start of view processing or video recording processing to the video recording managing device connected to the information processor through a network and receives the broadcast wave from the broadcasting station to perform the video recording processing, and a generating means (105) of generating reception quality information as information regarding the reception quality of the broadcast wave received by the receiving means each time a polling signal is received from the video recording managing device.
