Summary:PROBLEM TO BE SOLVED: To enhance transmittance of primary light, to avoid total reflection of light and to suppress a light attrition rate low by forming a plurality of curved prism units on one surface of a substrate and embedding a plurality of light scattering particles in the curved prism units to effectively scatter incident light beams. SOLUTION: A first surface 11a and a second surface 11b are formed on a base material 11. The curved prism unit 12 is arranged at the first surface 11a of the base material 11 and the light scattering particles 13 are embedded at least in the curved prism unit 12. Thereby light beams incident on the second surface 11b are simultaneously scattered. Further at least one meandering extended curved surface is formed at the curved prism unit 12 and thereby proper change in surface curvature is produced to introduce and refract the light beams at least in two dimensions and to emit the light beams again from the curved prism unit 12.
