Summary:PROBLEM TO BE SOLVED: To provide an effective and proper device and a method for improving soil by the composite stirring of mechanical stirring and high pressure injection stirring economically and efficiently. SOLUTION: This device is provided with the odd number of rotary shafts 1, namely, three shafts or more provided with stirring blade at tips, each of these rotary shafts is composed of at least two main rotary shafts 1A and at least one auxiliary rotary shaft 1B, and the main rotary shafts and the auxiliary rotary shafts are alternately arranged in parallel while the main rotary shafts are arranged on both sides. The stirring blade provided at the tip of the main rotary shaft has a high pressure injection port 4, and a spiral 8 for pushing up and discharging the soil around a shaft part of the auxiliary rotary shaft is provided at a shaft part of the auxiliary rotary shaft. An improved body 10 having a shape having an injection stirring improving part 10b is constructed on the outer side of a mechanical stirring improving part 10a by stirring by the stirring blades provided at the main rotary shafts and the auxiliary rotary shafts while jetting an improving agent at high pressure through the high pressure injection port and discharging the soil by spiral which the auxiliary rotary shaft has.
