PROBLEM TO BE SOLVED: To provide a hot bath mat and a hot bath device, in which high hot bathing effect is achieved on a specific body part in various usage states. SOLUTION: Various kinds of rocks and stones are crushed in grain size of 100 μm or less to form near-infrared and far-infrared ray radiation powder to be blended in such composition as to have a radiation ratio of 0.6 or more of near-infrared rays of radiation wavelength of 2.7-3.5 μm, and a radiation ratio of 0.9 or more of far-infrared rays of radiation wavelength of 5.7-6.5 μm. It is applied in specified quantity on a fabric or the like to provide a near-infrared and far-infrared ray radiation base material, a surface heater is laminated on the back surface of it, and a heat insulation sheet material is laminated on the back surface of it to provide the hot bath mat.
