Summary:PROBLEM TO BE SOLVED: To reduce man-hour required for managing information file encryption keys of original users and the like for terminal managers and also manage utilization status of the original information file encryption keys. SOLUTION: The system includes a storage 24 in which information to predetermine a terminal device 10 and users' information file decryption keys related to a security function module 11 are linked to be stored. Further, the system has a transmitter 23 to transmit the users' information file encryption keys for decryption, to the terminal device 10 in response to calls for the users' information file decryption keys from the terminal device 10.
