PROBLEM TO BE SOLVED: To reduce man-hours required for management of a terminal manager's token and archive, and a password for the token and to further improve the security level of a terminal device. SOLUTION: The terminal device comprises a request part 121 making an access request of a user information file encryption key for restoration concerning a security function module 11, and a restoring part 17 restoring user security information concerning the security function module based on the transmitted user information file encryption key for restoration and the user information file for restoration. In starting processing of the terminal device, the request part 121 makes the access request of the user information file encryption key for restoration to an external device, and the restoring part 17 restores user security information concerning the security function module 11 based on the user information file encryption key for restoration transmitted from the external device, and the user information file for restoration concerning the security function module.
