PROBLEM TO BE SOLVED: To facilitate the transition processing of information concerning a content distribution to a user registered in a content distribution company when the user performs transition in MNP. SOLUTION: A web processing part 11 receives a service transition request including a UID from a pre-transition portable telephone terminal 70 in a front end server device 10. The ID generating part 21 of a back end server device 20 generates a transition ID to be uniquely identified, when the service transition request is received. A code generating part 13 generates a URL including the transition ID and information on connection destinations of the front end server device 20, generates a two-dimensional code including the generated URL, and transmits the generated two-dimensional code to the pre-transition portable telephone terminal 70. The web processing part 11 detects connection from a post-transition portable telephone terminal 80. A transition processing part 15 performs the transition of information concerning a service being provided to the pre-transition portable telephone terminal 70 to the post-transition portable telephone terminal 80.
