PROBLEM TO BE SOLVED: To materialize more accurate simulation. SOLUTION: A simulation device 1 makes a passenger having behavior properties and destination station thereof established appear at each station according to a passenger appearance probability table 522 in which a passenger control part 110 defines appearance probability for each combination of a destination station and an appearance station for each behavior property. Then, behavior of each appeared passenger is controlled according to a transit plan established for the passenger, and the transit plan established for each passenger is renewed one by one based on train transit data 614 storing optimal train transit between each station. A service control part 120 calculates delay or the like caused by passengers getting on and off at each station and control service of each train according to a predetermined planned schedule. Then, a train transit forming part 130 calculates optimal train transit between each station at that point of time and renews the train transit data 614 with accompanying service of the train.
