Summary:PROBLEM TO BE SOLVED: To provide a cleaning roll for an electrifying roll which has excellent cleaning performance for the surface of an electrifying roll and restrains the electrification of an image holding body by the electrifying roll from getting uneven, and a process cartridge and an image forming apparatus which are equipped with the cleaning roller for the electrifying roll and achieve uniform electrification of the image holding body, so that an image is excellently formed. SOLUTION: The cleaning roll for the electrifying roll has a columnar core body and an elastic layer provided on the outer periphery of the core body, and is constituted so that the outside diameter d1at both ends of the elastic layer is different from the outside diameter d2at the center part in a shaft direction.
