PROBLEM TO BE SOLVED: To provide technology enabling more precise control of fuel injection quantity into a cylinder and fuel adding quantity into exhaust gas in a fuel adding device. SOLUTION: This device is provided with a cylinder fuel injection valve 3 injecting fuel into a cylinder 2 of an internal combustion engine 1, a pump 6 discharging fuel, cylinder fuel circulation passages 4, 5 connecting the cylinder fuel injection valve 3 and the pump 6 to be a passage of fuel, a fuel adding valve 11 injecting fuel to an exhaust gas passage 9 of the internal combustion engine 1, adding fuel flow passages 13, 15 connecting a fuel adding valve 11 and the cylinder fuel circulation passages 4, 5 to be a passage of fuel, and fuel circulation means 12, 14 making fuel flow to the adding fuel flow passages 13, 15 when fuel flows out of the pump 6.
