Summary:PROBLEM TO BE SOLVED: To recognize the presence or absence of deterioration in the capacity of an electrolytic capacitor. SOLUTION: A power conditioner device 4 has: a boosting circuit 12 for boosting DC power from a dispersion type power supply 2; a second electrolytic capacitor 13 for smoothing the boosted DC power; and an inverter circuit 14 for converting the smoothed DC power to the AC power of a commercial system 3. The power conditioner device 4 comprises: a charge time storage section 31 for storing reference discharge time when it is normal in advance; a boosting circuit control section 33 that starts boosting operation for charging the DC power to the second electrolytic capacitor successively when a diagnosis start signal is detected and stops the boosting operation when a boost completion level is reached; a discharge time measurement section 34 for measuring discharge time from when the discharge of the second electrolytic capacitor is started to when voltage drops to not more than a reference voltage value when the boosting operation is stopped; and a control section 38 for determining the deterioration in the capacity of the second electrolytic capacitor when it is determined that the discharge time is not more than the reference discharge time when it is normal at the discharge time determination section 35.
