SOLUTION: A statistic processing analyzing means 4 simplifies the statistics of a video signal 10 inputted by a statistic processing means 2, and a gradation control amount determining means 5 calculates a gradation control amount from data simplified by the statistic processing analyzing means 4 and a conversion characteristic selected by a target conversion characteristic determining means 3, and determines a gradation conversion characteristic on the basis of the gradation control amount and an output of a scene change detecting means 16.
