Summary:PROBLEM TO BE SOLVED: To surely and easily suppress a power variation and a frequency variation, when the control modes of a governor-free operation and a constant output operation by a digital speed control system are switched. SOLUTION: A control mode switching processing part 12 sets an output of a load adjuster (65R)4 to an upper limit value and sets the output value of a load limit setter (77E)8 to an output of a PID control part 7 with this output as an upper limiter as it is, when switching the control modes from the governor-free operation by the speed control system to the constant output operation. Also, when switching the control modes from the constant output operation to the governor-free operation, the control-mode switching processing part sets a value of an integration item of the PID control part to an output value of a load limit setter (77E), and sets a value, obtained by adding an adjustment amount of a frequency difference and a governor-free compensation adjusting rate, as the output of the load adjuster (65R).
