PROBLEM TO BE SOLVED: To provide a portable medium handling communication system in which contents of a portable medium can be browsed without caring of encryption within an authorized organization but the contents can not be browsed outside the organization. SOLUTION: The present invention relates to a portable medium handling communication system wherein a client PC 102 to with a medium 101 being freely loaded thereto/unloaded therefrom and a server 103 are connected to freely communicate with each other. The client PC 102 includes media ID and media registration key and comprises functions or the like for receiving, from the server 103, a server response packet for registration which includes a medium ID and a medium registration key and is encrypted by a session key, for creating an encryption key and making an existent file within the medium 101 into an encrypted file using the encryption key, for creating an encrypted encryption key by encrypting the encryption key using a value linking an organization ID and the medium registration key, and for storing the encrypted encryption key and the medium ID in a key file and storing the key file in the medium 101.
