Summary: | PROBLEM TO BE SOLVED: To provide high security without complicated session management. SOLUTION: First authentication using a user ID and a password is performed to an access request. A request identifier for managing the access request is generated, and the request identifier and the generation date thereof are retained. For specifying a user, the request identifier is transmitted to a cellular phone operable only by the user by e-mail. The user returns the request identifier received from the e-mail to the cellular phone to an authentication part within a time limit. The authentication part performs second authentication by receiving the request identifier generated by itself within the limit time. The authentication part requests a proxy processing part to access a Web resource (Web page, network equipment, etc.) on behalf of a Web server having no access right. The proxy processing part accesses the Web resource and delivers access information to the authentication part. The authentication part transmits the access information to the Web server.
